Fernando is a human trafficking investigator, Special Operations officer with the Dominican Republic National Police, and international instructor specializing in close-quarters combat and hostile-environment awareness. He has trained more than 600 SWAT and elite operators across the Dominican Republic, Colombia, and Ecuador and played a key role in preparing law enforcement units for major anti-trafficking rescue operations, including Operation Cattleya.
For over a decade, Fernando operated deep inside the world’s most dangerous criminal networks, infiltrating human trafficking rings and dismantling them from the inside.
As founder of ATB, Fernando works directly with survivors, law enforcement, and intelligence professionals to combat exploitation and support long-term victim restoration. His work bridges tactical operations, investigations, and humanitarian missions, offering a rare frontline perspective on the global fight against human trafficking.
